ABS 2017 PROGRAM MANAGEMENT OFFICE

OBJECTIVES

The Program Management Office (PMO) is responsible for providing centralised and coordinated support to the ABS 2017 Group to support the successful delivery of business process and information management transformation projects. It also has responsibility for the development of the business case for the ABS business transformation program.

The PMO promotes and facilitates excellence in the areas of project management; business process analysis; re-engineering and by providing program support in resource management and change management. These four functions service the various ABS divisions and specifically the ABS 2017 change program. The PMO provides the critical skills and support required to achieve their outcomes by ensuring:

  • alignment between strategies, programs and projects
  • future designs for business, information management, technology and applications are aligned to ABS Enterprise Architecture
  • good change management through governance
  • visibility of program management information, including tracking and realisation of the business benefits
  • development of methodologies, standards, frameworks, processes and tools
  • robust business analysis and process re-design
  • efficient use of allocated resources.


OUTPUTS

The main outputs will be:
  • refinement of the business case and supporting documentation in support of the ABS business transformation program
  • delivery of an integrated program schedule for the business transformation (e.g. outputs, deliverables, and timeframes) and visual roadmap
  • management of high level external stakeholders who have input to, and affect the outcome of, the final design of the ABS business transformation program
  • development of plans, in consultation with ABS business areas, for the implementation of the business transformation program
  • building and maintaining project management capability, compliant with the Portfolio, Programme, Project Management Maturity Model (P3M3) standard
  • business analysis and process re-engineering services, delivering optimised business processes to the ABS
  • an ABS 2017 Program Plan, including agreed governance model, objectives, outcomes and outputs
  • a high level change management plan including communication and stakeholder engagement components that will be delivered in phases over the duration of the ABS 2017 program.


DEVELOPMENTS

The main medium-term developments are to:
  • consult with Government on an appropriately modularised business transformation program that reduces financial risk to Government and delivers tangible, agreed outputs at the end of each module of work - due December 2014
  • develop, in consultation with ABS business areas, an achievable business transformation delivery schedule that meets the needs of the business while delivering agreed outputs to Government - due December 2014
  • improve rigour, processes and tools, compliance to standards and embed ‘best practice’ particularly in relation to business process analysis and re-engineering and project management - ongoing.
